In our country, let's say, today he hangs out the yellow-blue flag in the window, and tomorrow he blows up something somewhere. We have already had situations when special services came to prosecute people for harmless videos, and improvised explosive devices and correspondence with special services were found at their place of residence. Thanks to the fact that we drew attention to the person who was carrying out anti-Russian activities on social networks, it turned out that a number of terrorist acts in the territory of Crimea were prevented. So, of course, and for those who are quietly waiting, the understanding that the punishment is inevitable, everyone will be identified, and in addition to this, that you will get a criminal article, you will get an administrative article, you can lose all your property in Russia. This is certainly correct. I think that gradually we need to deal with this...... Therefore, it is certainly very important now that the bodies that are responsible for the implementation of these articles pay increased attention to such people and hold them accountable. And the funds realized from the confiscation of these assets should be used to help our army...... Aleksandr Talipov: Well, you know, I will not say that the number of identified waiters increases or decreases. I want to distinguish a clear work of our law enforcement bodies that react on the signals sent by the society, identifying a certain contingent, the preventive work they carry out themselves, not stopping in this direction. Therefore, here in Crimea, I have already referred to this example, Counteracting Center of MIA for Republic of Crimea was rated the first in the system of the Counteracting Centers of the Russian Federation. There is a certain layer, it does not increase, but it is this certain layer that has supported all these Ukrainian views, it, of course, remains in Crimea. And we are slowly revealing it, we see it, we take preventive measures. In your opinion, can something else be done, should something else be done? Do we need any additional law, maybe, that might open more opportunities to work in this direction, indeed? Aleksandr Talipov: I think it is necessary to introduce another criminal article.... I think it is necessary to introduce another article that would introduce criminal liability for these anti-Russian behaviors, anti-Russian activities that are conducted by persons. Because now we basically have one article - discrediting the army, which is applied to waiters. And first we have to apply administrative responsibility. And in the course of the fact that a person after the administrative responsibility did not take into account that it is forbidden, we may already continue our activity, it is already possible to criminalize him for discrediting the army. But there are such acts, which, I think, can be immediately connected to the criminal article. And it is these actions that need to be described in the new article. I think we will work on this and will come up with a proposal to the legislative bodies of Crimea to amend the federal legislation on the introduction of a new article. How it will sound, we will now think about what sanctions will be provided for. Presenter: That means, if I understand correctly, in some cases this step with administrative liability should be just excluded. Aleksandr Talipov: Let's say that persons do not openly discredit the army, but, let's say, carry out activities aimed at undermining the foundations of our statehood by publishing various anti-Russian statements, anti-Russian pictures, anti-Russian untrue false information, which directs immature minds along the wrong path. That is why it would be a deterrent to provide for all of this, not just an administrative article, but criminal liability. Because, for example, yesterday we just detained a man in Yalta, who works as a security guard in a hospital, you can imagine, works as a security guard in a hospital, and carried out anti-Russian activities, constantly published Nazi slogans, calls to violate the territorial integrity of our country on social networks. He was waiting for the VSU, published videos in support of the VSU, published Nazi songs. And this man was in the hospital security system. Well, I think, a fine of 30 thousand rubles, well, and 10 days of arrest for propaganda of Nazism will not stop him much. But if a criminal article for his actions had been instituted immediately, then, perhaps, the following people would think about whether it is worthwhile to engage in such activities in Crimea. Or for material values, which, as you know, CIPO is looking for, posting announcements and looking for people who need money in order to create an appearance of Ukrainian underground, they pay for posting some pictures here, in our settlements, take photos of them and spread on various Telegram channels creating an appearance that there are a lot of unsatisfied people here. Though this is simply a psychological information operation of the CIPO, and the person should be hold accountable for such actions, being aware of the danger of this activity, while he may get off just a fine. If there were a criminal liability, then, surely, this would be an additional deterrent factor for people. Presenter: It is true, there are such very interesting nuances here. And when you an example, that, in fact, illustrates all this, it becomes understandable that this is definitely like this, I support absolutely. But sometime this administrative liability, this step, could be missed, and criminal liability may be imposed immediately."
